ORA - 12560 TNS protocol adapter error

Hello Folks,

We are doing upgrade from 8.11 to 9.2 in between we have installed 9.1 deployment server and upgraded the E1Local database from 11g to 12c and installed client 32 bit 12.1.0 version. For upgrading the E1Local we use oracle database 12.2.0.1 for E1Local.

We are able to login to E1Local database via SYS and JDE user however when we try to login to below details its give ORA 12560 TNS protocol adapter error

C:\Users\*****>sqlplus

SQL*Plus: release 12.1.0.1.0 Production on Mon Jul 23 22:12:23 2018

Enter user-name: sys as sysdba

ERROR:

ORA-12560: TNS:protocol adapter error
