Shipping Transactions Form (WSHFSTRX) - Is it possible to have custom document for Print Pack Slip?

On the standard shipping transactions form, on the "Delivery" tab in the "Actions" menu, there is a choice labeled "Print Pack Slip".

Is it possible to have this selection launch a custom XML publisher report?  If so, what setups need to be done?

I have checked the OM Implementation Guide and searched MOS and not found a clear answer.  Setting up Document Sets is very clear, but can this one action for Pack Slip alone be customized and how?
All I have found is that on the Quick Ship form (WSHQSSUI) that it is NOT customizable.  (Doc ID 2269080.1)
