Problem importing HCP data

The import process tells me that it's successful, but the data is not there.  It runs super fast and tells me that it succeeded.  Anyone knows what the problem is?  I even went to the backend and manually ran the outlineload utility.  The log says successful but again no data, and yes, I was looking at the proper intersection.  Please help because Oracle support hasn't been all that helpful as I am still working with a tier 1 support person for over a month now.
