Using Page and Field Configurator

We have applied security to the following pages to make them active and have Update access:  Page Configuration, User List and Map to Portal Registry.  We can see and use the first two pages, but are unable to access the Map to Portal Registry tab - it is non-existent.

Can someone out there help us with gaining access to the Portal Registry tab?
