Unable to hide seeded folders within BI Publisher

Within BI Publisher there are seeded folders which are displayed by default, such as "Human Capital Management". Within R12 we were able to hide these folders but since making the move to R13 we are unable to make any changes. When we try to change the settings of the folder we receive the following message: "In-place customizations are not allowed on factory delivered content. Save your customizations in /shared/custom."

Is there any way to get around this now as we do not want some of our users to have access to these folders:
