Is there a way to disable or not use Transaction Date Controls in Oracle Projects R12?

We constantly have errors when a project goes beyond the initial finish date as all of the tasks are end dated so any further transactions get an error "The expenditure item is not within the active date ranges of the project".  This also occurs when the task "actual finish date" gets populated because the progress reached 100% based on costs vs planned although we may go over the planned amount.

We would like to set up projects that have no date controls on transactions.  If the project is approved and the task is chargeable then the users can transact against that task.  We would like to only use the schedule dates for information purposes or budgeting and forecasting and affect transactions or transaction dates.
