To prevent users from update customer details on 'customer' page

Hi All,

We have a requirement to add menu exclusions to a new responsibility, so that 'create'/'save' buttons will not be on 'Customers' page. User will only be able to view customer detail from there, and not be able to update customer details from.
What menu exclusions need to be applied for this.
Find attached screenshot of required form and current form. We are on R12.1.3.
