Controlling the post by batch when created for next fiscal year

Hello everyone,

I want to controlling the post by batch when is created for next fiscal year.For example if user created a transaction for 2019 Jan, Could the system give an error to users interface and cancel the post  this transaction or not enable to create like this transaction?
