FSGs Run in report Manager

We have seven ledgers in our UK setup. I am attempting to run the FSGs out of report manager (user wants to open reports in excel), but when I attempt to run the reports, I only have access to the US ledgers (one US ledger in fact). Would someone know what I need to change so I can pick the correct ledger? I want to run a trial balance for Ireland and the ledger is not on the LOV in Report Manager (I can run the report for Ireland via FSG). I changed the MO operating unit the responsibility so
