EBS 11i to R12.2.7 upgrade : EBtax

Hello,

We recently upgrade a test instance from 11i to R12.2.7.   After upgrade, functional team found that  Tax codes was not migrated properly.       Is there any mandatory pre-upgrade steps necessary?

EBtax  license was not enabled in 11i   and we enabled it after upgrade in R12.2.7
