Modifications to the Agile 933 Administrator Role

I'm wondering how I can activate/deactivate the ability to add privileges to the Administrator role. The Add/Remove/New buttons are grayed out. I currently have Admin permissions to the system. Is there a separate option to turn on/off in order to activate/deactivate these options?
