Encumbrance at PR level for Long term contracts

In the case of long term contracts, how can we enable Budgeting (Encumbrance) at PR level. Example, my contract value is $ 30000 for a period of 3 years. My current year budget is only $ 10000, but if i consider the total budget for three years it will be $ 30000. Is there a workaround solution so that when we do the funds check at PR, it should approve the request considering that the contract value is within the cumulative budget for three years
