Activate Interop to capture F3112 Updates on Outside Operations receipt with receipt routing

How do we Activate Interop to capture F3112 Updates on Outside Operations receipts with receipt routing? It seems like the F3112 record is being updated with a completion status and qty when the PO is received into INSP, instead of when dispositioned into STK. I would like to turn on INTEROP to capture the F3112 updates, but I don't know where I would specify that.
