Applying a Variable Discount or Promotion at time of Order Entry

One of the Business Requirement is to add a % Discount or Promotion for an Order at the time of Order Entry. The % should apply on top of the total Order Value.  The business should be able to specify what % Discount they want to offer at the time of Order Entry.

Any Suggestions on how to get this done? Is this possible ?
