Trigger Reminder notification depending on due date

Hey Guys,

I have a BP, which focuses on authorities submittals. Our client wants, that the Project Manager can determine two deadlines for this submittals (Date Only Picker) and select somebody who is responsible for these submittals. Now the question/requirement of our client is, can we trigger notifications/reminder Emails on that. Meaning, we select a Date and a User, and on that Date or a week befor, the selected User gets a notification about that deadline?
