Preference 09 Delivery Date not updating correctly when requested date changes?

In P4210 we are able to use the Preference 09 - Delivery Date when adding an order to back date the Scheduled Pick Date and the Promised Ship Date.  This works when the order is created, or the requested date is in the future, but if the requested date is in the past, and we change to a future date beyond the Preference number of days, the preference is not applied.

Any advice on how to correct?

Steps to reproduce:

P40070 - select 09 Deliver Date and create a group for number of days (Group 2) and for the branch plant to be used
