Scheduling jobs and creating material requirements

Hi,

We have recently upgraded EXA environment and are on 12.1.3. While creating new discrete job we're getting message at the left bottom as 'scheduling jobs and creating material requirements' and job is not getting creating neither 'Completion Date' is populating on the job. Please check below screen shot also, please let me know if any relevant note id is available for this issue.
