Is data in XLA_DISTRIBUTION_LINKS always added or updated as well?

I had three questions on XLA_DISTRIBUTION_LINKS table.

1. How does data get populated in this table?

2. Is data always added or updated also in this table?

3. can any column be used as a unique key for this table like source_distribution_id_num_1?

Greatly appreciate any feedback on this.
