How to delete existing Regions and Zones setups

Hi,

We'd like to setup Transit Lead Times by postal code ranges only. This is not possible as we have a bit funny setup already in Regions and Zones; From and To Postal Codes are the same number. With this setup lead time setup would be extremely massive.

'Delete' -button is inactive and we have no idea how to remove existing record to be able to create postal code ranges. Please see screeshots.

We are in R12.1.3.
