Notification functionality in 12.1.3 vs. 12.2.6

In EBS 12.1.3, when a PO, BPA or CPA is submitted for approval and no Supplier Contact or Communication Method is specified in the PO header, all active user supplier contacts received the workflow notification email as long as the Supplier was registered with iSupplier Portal.

Does this same functionality exist in 12.2.6?
