Can't change my global variables in my business rules

We are upgrading two Hyperion planning instances to 11.1.2.4 and merging them into one. They are still separate applications and have different dimensions. We both have rules that use a global variable called Year, one referencing the dimension Years, one referencing the dimension Year. I added a new global variable called PlanYear that references the dimension Years and need to change the business rules to pull my new variable. I went into calc manager and opened the rule. I can see my global variables but can't change them. I can click on the variable selector, but see no variables at
