CPIC Fast Track_BY20_Release 6

This is the first of what is going to end up being at least 3 validations packages.  This package contains validations for the ITPS, MITBC, and MITBCD.  However, there are several new categories:

• Based on community feedback, Product Functions have been changed from a free text category to value lists
• SOC Name has been added to the SOC tables on the IT Security & Compliance SIR.  This field is not currently in OMB’s schema, so the associated XML won’t be updated until the next OMB release (currently scheduled for August 13).

There is one renamed category (please rename the category before importing the package). MITBCD: Project Commercial Solutions Costs was mistakenly created as a text category and it should have been a float category.
