Org Labor Costing Rule at OU level not being over-ridden by rule at Department/ Organization level

Issue:
Operating Unit has an Organization Labor Costing Rule. We have created two Organizations and want different costing rate schedules against same employee for both the organizations and different than the one used at OU level. But when labor costs are distributed against the projects in both the new orgs (assigned under OU in org hierarchy), the labor cost rates defined at the OU levels are picked up. Please see the screen shots below:
New Project Owning/Task Owning and Exp owning orgs created are: Org A and Org B under Vision Operations OU.
New Organizations Setup under OU Vision Operations:
