Upgrade WebLogic Server 12.2.1.0 to WebLogic Server 12.2.1.3

Hi,

     I have couple of stacks which is running on WebLogic Server 12.2.1.0 and i am looking to upgrade them to WebLogic Server 12.2.1.3 PSU 12.2.1.3.180717 Patch 27912627. Can i know the exact procedure for upgradation? Any reason why Oracle is not releasing any patch for WLS 12.2.1.0 home. Thank you!
