Report obsolete finding newer backup pieces

I have a oracle 12.1 version  single PDB on a server with just the one container.

I am running a daily level 0 backup and creating the backupsets on /fra01/backup...

Additionally, I have configured a flash recovery area on /fra02....

The retention policy is for recoverability back 3 days:

CONFIGURE RETENTION POLICY TO RECOVERY WINDOW OF 3 DAYS;

The question I concerns REPORT OBSOLETE. I expect the oldest files on disk would be flagged as obsolete, but that's not what's happening. 

Once the backup has completed successfully,  I run crosscheck archivelog all and report obsolete.

These reports show that the latest backuppiece is obsolete:
