How to prevent a sales order line from being ship confirmed from multiple locations/lots?

Hello,

One of our customers has requirement that sales order line number must be whole with no decimal (due to shipping label spec).  We unchecked 'Partial Shipments Allowed' option in Customer Billing Information for the Ship-To in question and was able to prevent the line from getting split due to backorder.  However, this does not prevent our warehouse from shipping the entire line qty from multiple locations/lots, which also adds new decimal lines.

Is there a configuration that ensures a sales order line DOES NOT split, under any circumstances?  The entire line qty has to be shipped and from one location/lot only.
