What is the difference between migration and upgrade?

I can not fully understand what is the difference between migration and upgrade. I'm going to update the Siebel from version 8.2.2.3 to version IP2016. Accordingly, I have an existing installation and an existing database. Which option should I choose, migration or upgrade?
