Tax Exempt Number LOV doesn't have any values

Hi Team,

I am trying to enter control as 'Exempt' for the service line and there are no entries in number LOV.

I got a metalink note which says the issue as BUG and apply a patch BUG:24828586 - TAX EXEMPT NUMBER LOV DO NOT HAVE ENTRIES. But unable to find the patch number in oracle support.

Please suggest to resolve this issue.
