Receipt created thru Receivables-Receipt Method: iReceivables-Credit Card.Cannot see CC Surcharge

Hi there!

We have a Receivables Activity: Convenience Fee (Type: Adjustment) which is set up to CHARGE: $ 2.00/transaction, to be used with iReceivables customers.   

OIR: Enable Service Charge --> YES

OIR: Service Charge Activity Id --> 12146 (which is correct)

A.) When login thru a RECEIVABLES responsibility and CREATE a RECEIPT with Receipt Class: iReceivables-Credit Card with (Creation Method: Automatic)--> SERVICE CHARGE is NOT ASSESSED.

B.) When login thru an iRECEIVABLES responsibility and Make Payment with a Credit Card --> SERVICE CHARGE is ASSESSED automatically.

What is the reason that in above A.) Service Charge is NOT assessed.  Is this an expected functionality?
