unable to initialize LocalDB through Web client or using siebel tools

Hi Team,

i was trying to set up local DB to a user , was able to extract localdb, but when try to initilize it using tools or client getting errors, was done many workarounds as found in many links.

i was using IP17 and never faced this type of issue in my previous experience . there is working ODBC connection, and also used synchronization port number copied from the log file generated when siebel server started.

PFB the log files from tools and client and also attaching the tool.cfg and siebel.cfg from client.

PFA the screenshot getting same error for both tools and client .
