While ship confirm it is showing 'Delivery ship confirmed successfully' but ITS is not submitted and

While ship confirm it is showing 'Delivery ship confirmed successfully' but ITS is not submitted and delivery status is showing 'Confirmed', in this case we have re-open this delivery and again unassign from delivery and autocreate delivery then ship confirm is happening, this is happening all cases, We would like to know is there any profile for this or global setting for this ?
