Concurrent program wrongly run and cancelled need to make sure if it will route email on start of wo

We wrongly ran a concurrent program ( on which payslip is sent to all staff through alert email ) since it was wrongly run, We cancelled the concurrent program and alert email is not routed, but now  if we restart workflow services, will it

will it run the cancelled concurrent program or not ?
