Unable to assign filter to individual user in shared services

Hi,

I am using Hyperion Essbase (no Planning) 11.1.2.4. I have been creating filters in EAS console and assigned them to users (individually)  using shared services for years. There is a new user, and i've applied the same settings like the 1000 other users, but this particular user - no filter in any application gets permanently assigned to her. After i assign it, when i immediately check again if a filter is assigned it shows "NONE". I tried assigning her filter to other users, it was successful, i tried assigning another temp filter to this user - it failed again. Technically
