JDE E1 Scalabel BOM with FIXED components creating WO Variance

All,

          Can JDE support a standard manufacturing variable BOM with a mix of FIXED and Variable components without creating WO Variance? When I tried having a mix of F/V components, the standard cost for the WO parent just took the Frozen cost of parent item and multiplied it by F4801.WAUORG. Hence the actual and standard cost calculation created variance for us. Is that how JDE is designed to work? In JDE Discrete Manufacturing scenario, have you ever used a scalable BOM with FIXED/VARIABLE components? Pls suggest.
