high read on disk

We are observing high read on the disk where oracle datafile reside and when there is high  read operation occurring   then we are observing that the  schedule concurrent job run time getting impacted intermittently

So  want to know if there is any io issue with disk device  or with storage  then can  this impact  sql plan/profile ?

how to fix the issue ?

Database :121.0.2

EBS version :rR12.2.4
