EBTax is not calculating without Tax Control Amount

Hi Team

Have found a case where the Tax line is not calculating without the Tax Control Amount .

We have entered a transaction line for 100 USD , but when we do not  enter Tax Control Amount  and click on Calculate Tax , EBTAX line is not calculating ,

however ,when Tax Control Amount  is entered , Ebtax is calculating
