Why some JDE E1 fields could be absent in BI Publisher xml?

I try to implement BI Publisher Template for printing invoices - we use custom batch application for it. It's based on R42565 but heavily customized. Mostly because we print section with huge number of level breaks first on English then on Russian.

here how output xml looks like:
