IPM cant upload document

can you  help in the following :

i create IPM application successfully but  when create input its give the following:

Event generated by user 'IPM_SystemServiceUser' at host 'CIS'. Cannot retrieve application document security. User 'IPM_SystemServiceUser' does not have sufficient privileges. [ Details ]

An error has occurred. The stack trace below shows more information.

intradoc.common.ServiceException: !csIpmCannotRetrieveAppDocSecurity!csUserInsufficientAccess,IPM_SystemServiceUser

*ScriptStack IPM_APPLICATION_DOC_SECURITY

also the upload document under tool tab not appear , and the txt file is in processed folder but not appear in IPM
