Allowing prospective supplier (Pending for Approval ) to join and awarded for Sourcing bid

good day every one ,

i'm trying to allow prospective supplier (Pending for Approval ) to participate in sourcing RFI with out completing registration

I have tried to preform one scenario:

The steps was :

• Register prospective supplier ‘SCMTEST’ using SLM super user.
• Create user SCMTEST and person was Employee (super buyer)
• Enabled the Profile option POS: SM: Prospect Supplier Proxy Login User Profile Option and give the value “SCMTEST”.
• I logged in from DMZ I supplier portal as external user , the access denied with error message “invalid login details” .
• I logged to the environment test where I perform the steps and the access is fine without any responsibility assigned .
