Multitenant container database (CDB) mandatory in Oracle Database 18c

Hello!

I know that the multitenant architecture in 12c is an option (paid option), and we can have database NON-CDB in this version ( that is, I don´t activate this multitenant option) and I have read that Oracle Database 18c we can not have any databases NON-CDB 

(that is, the multitenant option is mandatory)

I would like to understand if the Oracle Database 18c will have any limit of databases in CDB included in the license or we will have to pay a license for each database or if the multitenant architecture will be a feature.
