TCA API to insert tax registration number in site level

Dear Expertise,

i have a requirement to insert set of customers(Organizations) using api.

i found a way to insert tax_reference into customer level using hz_cust_account_v2pub.create_cust_account.

but according to the requirement, we need to insert that tax_reference number into customer site level.

can any one please tell me is there any api to do that.

EBS version : 12.1.3

Database : 12.1.0
