Managing Databases using Enterprise Manager (MOSC)

How is Cloud Control 13c used to add a standby database to configure dataguard?

I have tried the "wizard" several times now, each time failing with:

Exception: Can't copy '/u01/app/grid12102/network/admin//listener.ora' to '/u01/app/grid12102/network/admin//listener.ora.1533565281036': 13 at /u01/app/oracle/product/13.2.0.0/agent/agent_13.2.0.0.0/plugins/oracle.sysman.db.agent.plugin_13.2.1.0.0/scripts/db/db_common.pl line 784.

Note the double slash before the filename.  This smells like a bug to me but I may not be specifying something correctly.

Anyone with insight?
