How to generate ETO online proposal using P31P10?

Hello,

While trying to generate ETO online proposal for a project no (PRJN) using P31P10, there is an option to pick a suitable template from the drop down list. Since nothing is there, question is how to add the such templates and also the relevant setup required for the same.
