unable to connect tools to local_xe

Hi Team,

I was installed Siebel tools with local DB in IP17 , was trying to get the local Db initialization but not able to connect the LOCAL_XE ODBC ,can any one suggest me to initialize local DB in IP17.

As i was able to initialize it before IP15. While installing tools i was selected local DB and also given the path of the oracle 32 bit client . was given the user name which was registered in application and DB.we are in doing this in our lab ,so i didn't have access to raise an SR for this . your suggestions can help me to proceed further .
