Hyperion PBCS Cloud Provisioning

Subject: Have a Question about having, Requesting new additional Oracle PBCS environment from Oracle.

We have two existing planning environment , Planning (Production) and Planning-Test environment (Test).

We have requested a new Environment for Oracle to have an extra environment (as Sandbox, additional test system).  they have provided two additional environment Planning 3, Planning3-Test. 

Do you know, why they would provided Two more additional environments (under same DOMAIN), where we asked for only one additional environment.

Sorry, we are new to Oracle PBCS cloud systems. So, I am not sure and we wanted to make sure, do we really need two additional environments (they have provided?) or they are charging for two additional environment (when we asked for only 1 environment).
