Localization country code in P0092

Hi

I would like to know what will be the impact of altering the values in the field Localization country code in the application P0092

1. Is this a mandatory field for all users

2.What if it was blank

3. WIill it affects any other functionality if it was set blank?if so what are those functionalites
4.Does this have any effect with the tax explanation code?

Issue:-

I have tax codes setup in P4008 for columbia ,also tax parameters

When i enter a voucher i don't see ICA tax getting picked for the GL offset set up in P4008, where other  tax offsets works good.
