Lease and Finance Management - EBS (MOSC)

Not able to get the Item in the Name LOV of the Usage sublines

I have done the following setups,

1)Created a Usage Item

2)Created a Product Item

3)Created a Counter group and Counter template and attached the Product Item

But Still I could not able to get the Product Item from the Name LOV, I have attached the screen shot could anyone help me if I am missing any setups
