TFA and "clusters"

Reading documentation about TFA as we investigate its use.

The documentation repeatedly refers to "local" hosts ...or........"other nodes".

Is the implication here that TFA can act as its own "cluster" ?

That is...........

-Install TFA in a single host   (RAC or non-RAC).

-Add other nodes/hosts to a "TFA cluster"   (RAC or non-RAC)

.......ending up with a "TFA cluster"..that may or not be comprised of RAC nodes

?????

What is really driving this discussion is the idea of having to install/maintain TFA on all the different hosts in our world.

Sounds like a lot of work.
