TNS_12535 TIMEOUT and listener log

Hello and thanks for taking my questions!

My data warehouse oracle 12.1.0.2 (windows 2012) server is getting TNS_12535 TIMEOUTS errors.  When I searched for the connection time in the listener log I found that the connection time for the port/database was AFTER the TNS-timeout!!  How can that be?  I went back and found the 2nd to last time the port was used and that was Aug 4th and it was connecting to a different server.   

I've never seen this before.  Does anyone know what is happening?

The alert log shows:

  Time: 08-AUG-2018 21:52:27

TNS-00505: Operation timed out

    nt secondary err code: 60
