Unable to call Webservice WSDL from Data Soruce in BI Publisher

We are trying to call a Custom integration WSDL of a PAAS instance in BI Publisher data model.

We are getting an error which says 'Unable to Load Web Service' & 'Unable to load Method' .

We are able to call Webservices within SAAS system internally for ex. https://instance.oraclecloud.com:443/fscmService/TransactionManagerServiceV2?wsdl

& Web Services which are open source and available on Google like http://services.aonaware.com:80/DictService/DictService.asmx?WSDL

However we are not able to call Webservices from our PAAS instance ex. WSDL https://client.oraclecloud.com:443/ic/ws/integration/v1/flows/soap/LEGACYSYST_OSCM_LEGACYSYST/1.0/?wsdl
